You are right in saying parliament has to put GOV in check and take the matter but parliament too is toothless wild dog .As parliament is ruled by majority .whan the matter is taken up by parliament ,the majority will shoot it down as they control parliament .The minority will push for sanctions but the majority will kill it .
It's not like the western Democracy where both majority and minority fight for one common goal ,that is the well being of the country and it's people .African Democracy is they fight for their own stomach .
Had it been in the west , the ruling party would have challengeed it's own party not to even try in the first place to over spend budget.they will not allow it for their country is first and party second .
But we in Africa and Ghana dupe the country .
Let's fight for Ghana .Let's stand up for tomorrow .If we sit down looking unconcerned this politicians are going to take Ghana back .
We are doing a great disservice to Ghana by keeping quiet when wrongs are commited by these politicians .

This is a master piece from Michael unlike most articles he exhibit his partisanship. Gaba like you said, the majority are there for their stomachs and not for the betterment of the nation. That was made possible in a way by both literates and illiterates alike who vote for their legislators by receiving peanut dash-outs during campaign period.
In the nutshell, the lagislators come into conclusion that they have to recoup what they spend and do not owe anything to the electorates. Had it been the other way around where the legislators solicit money from the electorates to run their campaigns, the electorates would have had the upper hand to warn their representatives and keep them on their toes. If the trend is not changed and the majority changes hand into the minortiy at anytime, the same thing will go on and on and the presidency will continue to have absolute power to overspent its budget and in African politics, part of the money would not be accounted for. The situation is dangerous. E&OE.

You see, the good thing about forums of this sort is that they give you (the one reacting/responding to posts) to come out with whatever you have up your sleeves (if not your head) so you can add something substantial to the conversation provoked by the posts.
If you cannot do so and end up as you have done, you come across as seriously impaired upstairs. Can you simply point out the instances of inconsistency in my stance regarding Ghanaian politics? I should be very grateful for such an input so I can learn from you to improve my delivery.

We currently have a nation wide problem with "do little and corrupted government" in our country and we therefore need a solution to save the serious situation.
Here is the case where the mojority of the people are suffering because of government mismanagements leading to various grades of hardships in the country, so if you, Dr. Bokor should always try to play partisan politics with it, then, I am sorry, I cannot take you serious as an entity in your calibre.
Dr. Bokor you have to show more maturity and distance yourself from the famous nonsensical "yentie obiaa" mantra and also from your usual deep NDC partisan indoctrination. "Think more Ghana than party."
