    Based on your criteria for peace, the US must be the most war-torn country in the world. I know because I live here, and I have also lived in Europe and Africa

    Minister Woyongo is the one who mentioned peace in his speech. I believe the writer is alluding to the fact that the situation on the ground does not warrant the "peace" description.
