Minister Woyongo is the one who mentioned peace in his speech. I believe the writer is alluding to the fact that the situation on the ground does not warrant the "peace" description.

I agree that all the above is happening in Ghana. So what should we do? Is it the minister who is responsible for the behaviour of the those Ghanaians who are doing all these bad things? No. His duty is to try and prevent or stop them with the help of the security and well meaning Ghanaians. And that is what he is talking about.
On the other hand should he throw his hands in the air and be a critic only like some of us do? That will not do.

That, of course, does not mean that Ghana should take things for granted. Mr Minister, there is room for improvement. Please get the armed robbers off our back!
