No positive addition to the conversation by this essay. We are where we are not because the IMF gave us money with conditionalities. We are where we are because we did poor management and decisions. We have people on the ground at district and municipal administrative levels who are no better than street food sellers and all that they do is pocket money without adding value to society. Stop blaming the international community an the IMF.

Kalahariman, what makes you think Dr Bokor is wrong? What do you have to offer yourself? At least he is writing from experience. But our solution lies within not with the IMF.There is so much waste and corruption in our system such that even if the IMF were to give us whatever, our mismanagement of resources will kill the effort. We need to think proper allocation of scarce resources, eschew corruption and selfish tendencies and our problems will be solved. We may be too corrupt as a nation!

Bokor is not only blaming the IMF but also Ghanaian officials who don't do what is required to move Ghana forward. Can you read properly to see where Bokor has moved the conversation?

Did you not read where Bokor drew attention to the need for Ghanaian government officials and public holders to be accountable, even if external forces step in to help Ghana? How do some of you read at all, Kofi Virginia?

The IMF will force the government to meet strict conditions before any bail out. Mahama will be forced to reduce the size of his government and that is where the trouble will start. Sane minds have been telling him to merge some ministries but to no avail. Just look at the number of workers at the Flagstaff House. What are they doing? Mahama has more then five or six minister of state at the presidency and what is their work?
Cost is a foreign word to NDC and that is the main reason why this government is reeling under intense pressure.
Before the last election, NDC forced its way and added 45 new constituencies without telling Ghanaians where the money will come to pay them. Winning the election is entire different from putting structure in place to make the economy work better.
Does Mahama has economic advisers and who are they? What are they telling the president to do to turn things around? With the IMF loan as a lender of last resort, Ghanaians should brace themselves for harsher and unfriendly wind that will blow across the nation. Austerity measures are looking at us from above due to Mahama and his useless government.

A TRADITIONAL WEAPON IN THE ARSENAL OF THE IMF IS "DEVALUATION" OF A COUNTRY'S CURRENCY. THE GOVERNMENT IS ADVISED TO RESIST "DEVALUATION" OF THE CEDI BECAUSE IT WOULD MAKE OUR ECONOMIC SITUATION WORSE. "DEVALUATION" IS NOT A SOUND POLICY FOR AN IMPORT-DEPENDENT ECONOMY LIKE OURS. WE SHOULD BE GUIDED BY THE FACT THAT THE IMF WOULD ALWAYS LIKE TO CAPITALIZE ON SITUATIONS TO "EXTORT" RATHER THAN "ASSIST" A COUNTRY IN ECONOMIC DIFFICULTY.

The Americans want to test president Mahama and other African leaders before they let them into the USA.American airlines carrying potentially infected passengers must not be allowed to stop over in Ghana even for refueling. USA POLICY MAKERS HAVE USED A COMBINATION OF THREATS AND INTIMIDATION TO FORCE GHANA TO ACCEPT AN IMF LOAN IN ORDER TO ALLOW THE USA TO USE THESE LOANS AS LEVERAGE TO FORCE US TO DO WHAT THEY WANT.External enemies coupled by an incompetent and corrupt Ghanaian government has made Ghana extremely vulnerable to foreign exploitation. When a country's government is riddled with corruption it is easy for foreign powers to support and encourage opposition against that government. Threats of exposure of corruption by individual government officials (foreign bank accounts etc) threats of sanctions and freezing of assets of individuals is usually enough to intimidate recalcitrant politicians and government officials into submission. Hence we see the Ghana government do a complete u-turn in its position regarding taking deadly IMF loans. THE SALUTARY LESSON HERE IS THIS: ANY GOVERNMENT RIDDLED WITH CORRUPTION IS VERY VULNERABLE TO COERCION AND MANIPULATION BY MALEVOLENT FOREIGN POWERS.CONVERSELY ONLY A GOVERNMENT MADE UP OF DEDICATED AND SCRUPULOUSLY HONEST INDIVIDUALS WITH A REAL LOVE FOR GHANA CAN WITHSTAND THESE DESTRUCTIVE MANIPULATIVE INTERVENTIONS FROM ABROAD

Other factors that make many countries vulnerable to American intimidation is the fact that world trade (trade between countries etc) is still dollar based meaning that Washington policy makers can use this unique dollar leverage to manipulate or destabilize a country. For example each time Ghana conducts business using dollars it is vulnerable to manipulation by the USA. The strangle hold of the dollar in world trade has now started to weaken as economically strong countries like China, Russia, Brazil etc have began to trade among themselves using their own currencies. These countries have been deliberately doing so in order to minimize economic interference by the USA. The folk in Washington regard any attempt by any foreign country or organization to bypass the dollar payment system as a potentially hostile act which ultimately weakens American economic hegemony. Both Saddam Hussein and Muammar Gaddafi tried to bypass the dollar by demanding payment for oil in Gold. This contributed to the extreme hostility they faced from the USA. Many economic experts believe that at the current rate at which world trade id increasingly conducted outside the dollar payment system we could see the USA dollar lose its world reserve currency status within the next 15-20 years. It would likely be replaced by the Chinese Yuan or by a basket of currencies.Such a loss in the status of the dollar would almost certainly be accompanied by a loss of the sole super power status of the USA as the USA would no longer be able to pay foreign states in dollars by simply printing more dollars. For now the dollar reigns supreme and the USA can continue to pay everyone else by simply going back to the printing presses in its basement and "print" fresh dollars whenever the need arises. The only cost to USA for now is the cost of the paper dollar bills.IN ACTUAL FACT THE USA DOESN'T EVEN BOTHER PRINTING MONEY ANYMORE AS IT PAYS IN ELECTRONIC MONEY AT THE PRESS OF A BUTTON. Consequently there is no huge incentive for the USA to ramp up it manufacturing in order to earn more money to pay foreigners. All it does is just crank up the printing press to pay the suckers. In contrast countries like China have had to expand their manufacturing to become wealthy.

"Kufuor sent Ghana HIPC as a result; but the economy couldn't be put on an even keel." You know that Kufour took the wise decision to get debt relief under HIPC and followed it up by sound economic polices which resulted in consistent growth from 2001 to 2008 (check Ghana's GDP growth rate over the period), and yet you claim that the economy was not on an even keel? Shame on you! Ghana's economy was strong enough for the Kufour government to wean Ghana off IMF programmes. Sadly the gross incompetence and high levels of corruption under the NDC government have brought Ghana to its knees again..
