Developed nations did not start like you want us to believe. In those days people entrusted with authority who failed the people to deliver were given the option to resign or be hanged or shot. It was done in old Wild West and China does it too and that brought then this far. In Ghana, the former does not exist. We are where we are because of your option. Mahama has always been afraid to fire his appointees who are nothing but jokers. He lacks leadership qualities hence, his method of negotiating before firing. It is a sign of weakness. I disagree with the writer

Michael, though I agree with you that the Rawlings PNDC era form of appointments and dismissals were bad (the late Kofi Ashiboe-Mensah was dismissed on air as Secretary for Trade whilst he was at Team Port to find out what had caused congestion at the port)and appointees should be accorded respect when being dismissed, the mode used by the President was not the best. The lecturer is right that the approach will result in instability and some appointees could cover up their misdeeds before they are kicked out. It's also a sign of weakness on the part of the President in his attempt to to please all. Leadership is not about pleasing everyone but taking the right but difficult decisions.
Here in the UK, the Prime Minister may warn some senior ministers in advance if they are to lose their positions in cabinet in a reshuffle but most are just called to see the Prime Minister at Number 10 Downing Street and they are informed of their dismissal or new appointments. From the Prime Minister's office some do not even go back to their office if they are sacked and if they are reassigned, they go straight to their new ministries. For positions such as the Home Secretary, the new minister (Secretary of State for Home Affairs) leaves the Prime Minister's office into a waiting ministerial car and straight to the Home Office, where the most senior Civil Servant (the Permanent Secretary) at the Home Office will welcome him or her and immediately be briefed on files and matters for ministerial action. S/he does not meet the outgoing minister for briefing or handing over. The handing over is done by the outgoing minister and left with the most senior civil servant.
I can appreciate that Ghanaian politicians do not trust civil servants because they are unreliable (as revealed at the Judgement Debt Commission). As a result, the system here may not work in Ghana.
The President must be bold to dismiss failed ministers and appointees. Just look at what David Cameron did yesterday when in a surprise move he removed or demoted the Education Secretary. It's a sign of self confident and a message by the Prime Minister that, he is in-charge. Of course, the NDC political machinery is different from the Conservative Party, which dates as far back as 1678 though its current name dates back from 1830s.

Great piece! Just an observation: Somanya area is Yilo Krobo and Odumasi area is Manya Krobo. Both areas speak same language.
