Politicians usually cannot reform agriculture successfully, because primarily they usually lack the knowledge and dedication, they are usually getting constantly infuenced by lobbyists from international corporations, and they don't have the endurance, because after one or two terms they usually leave service.
So normally, they start random multi-billion-cedi projects, that are abandoned as soon as the flow of cash ebbs down.
Also, politicians normally talk a lot about small-scale farmers, but very rarely effectively support them, because they don't know how to control the multitude, so they usually finance a handful of big companies, at the competitive cost of the small scale Farmers, who are really the backbone of the country.
That is not to say, that big projects were all bad.
For example, Ghana needs a BREADFRUIT FACTORY (or rather, several), to make Breadfruit-Flour. And they have to distribute Breadfruit trees to small scale farmers for free and allow large farmers to import them without hassle.

Ghana needs large Centers for the production and dissemination of seeds, especially FAIDHERBIA ALBIDA ("Evergreen Agriculture", for the semi-arid North, to enhance production up to 280%, without synthetic fertiliser), MUCUNA BEANS (Twi: edua appiah; as ground-cover and Green manure (unfortunately, most Ghanaian Farmers seem still to be totally unaware of the need for Groundcover Plants, to suppress weeds, to fertilise and restore the soil, to prevent sun-scorching and erosion).
GHANA needs large rural Centers for propagation of PRACTICAL, PROVEN, DOWN-TO-EARTH KNOWLEDGE about farming, that is applicable by every farmer. Centers for the training of farmers in Evergreen Agriculture, Breadfruit Cultivation of the newly available, double-yielding cultivars (non-GMO - see: "Africa's Breadfruit Revolution").
Centers where the Farmers and Politicians can see demonstrational farms in action, showing the principles of IMPROVED FALLOW MANAGEMENT, FERTILISER TREES, VETIVER SYSTEM etc. in action.
Centers where Farmers can convince themselves that these systems work, and that they are worth the diligence and endurance needed initially to establish them.
Centers where Farmers, politicians and the interested public, and students and pupils can even taste Breadfruit, and Mushrooms from MUSHROOM CULTIVATION from sawdust.
Centers where Farmers, who are careful and conservative by necessity, can take home samples of seeds, seedlings and other propagative materials and instructions for the steps of cultivation.
Large scale irrigation for Ghana is what I also may wish for, but for small scale farmers it will surely remain unavailable for some time to come. Even if they had it, the water resources in Ghana could be depleted quite fast. Many Farmers in Ghana even use long pipe hoses to use scarce tap water to irrigate their farms, so that the reservoirs of the water suppliers run out of water fast in the dry season.
While it would be nice to make nice roads for the farmers, the Ghanaian Governemt doesn't have the means to maintain large quantities of infrastructure in the hinterland. Even if they could, such roads would be used for illegal tree-felling (rosewood etc.) and illegal mining, if the rural inhabitants are not offered with sustainable, legal means of income first, e.g. Breadfuit cultivation with guaranteed selling to state-owned Breadfruit-Flour-Factories, at least during the first ten years after establishment.
Farmers also need legally certified ownership/ tenantship for land usage, as to avoid conflicts.
Comprehensive laws also have to be estblished and enforced to avoid land grabbing outside of legally cultivated areas and encroachment of National Parks and Reserves, because if Farmers see a guaranteed income source by such factories, some might try to expand excessively. So there need to be contingents of free breadfruit tree seedlings to be provided per farmer. Fortunately, these small Breadfruit trees come at a net cost price of about 10$ per tree, and have to nursed first, so over-expansion will not be an issue.
Also, the centers should teach mixed cropping, intercropping, alleycropping and agroforestry, to avoid monocultures. And native trees and other plants should be integrated, to protect and breed useful creatures. That is how ecoforests and ecoregions would be created, that combine cash crops, environmental protection, tradition, tourism etc.
