Why is it only a handful of companies that seem to 'win' every government contract? Via public tender n competitive bidding? Tweeaaaa!!
Not at all. Its simple, some powerful individuals have everyone from the security guard to the director of every ministry in their pocket. they will be in the know of any impending contract before anyone else. they will be passed every detail and clause in the contract and will register not 1, 2, 3 but about 5 companies for that sole purpose. Only these mysterious 5 companies will obviously be short listed because at every stage of the administrative process, their 'inside man/woman' will ensure they get selected. and the hapless minister knows no better. By the time the contract gets to the board for approval, its a forgone conclusion; only one individual will get it. these individuals make more money contract after contract and can then buy even more influence. very soon we will see that even the president will be powerless to clip their wings. Why no Ghanaian seems to see this daylight robbery under our nose is even more baffling.

If you hate Kufour that is your beef, but you cannot ran away from the fact that there was stability in Kufours time no matter how much voodoo was involved.I wish we have the same voodoo infested stability now.I will always carry Kofour on my back if he could use voodoo to get an economy to be so stable that the local cedi was preferred to the dollar with the cedi being stronger than the dollar at some point in 2006-2008.If voodoo economics could enable us to have an average GDP growth of about 8% per annum without oil to the current 4% including million of barrels of oil, then I am prepared to carry Kufour on back. If voodoo economics could enable an economy to move from HIPC status to a middle income status within 8 years then I am prepared to worship Kufour. In all of the talk, vilification and the drumbeat for and against Woyome, I have not heard, seen and or read a comprehensive, precise and accurate account, with authentic documents to backup government's account on any version of events the government claim took place.
Some of the questions Solomon would ask the government are:
Where are the rules governing procurement in Ghana that applies to foreign owned vendors? Did Woyome and his outfit adhere to those rules? What entity of government was managing the process and did anyone from the government entity give any form of verbal nod for Woyome to continue with the documentation submission process? Why was Woyome encouraged to continue with the second phase of the process, the funding, if he had not met the specifications of initial submission phase. Which other vendor completed the initial phase process and was asked to continue to the funding phase? At what phase and by whose authority was the Chinese outfit allowed to enter the competition? Where is or are government documentation to back everything government representatives say in court and in public?
Ghana's lower courts ruled in favor of Woyome and the Supreme Court did not rule on the criminality of Woyome but on what is a valid contract between government and foreign owned vendor contract application. Did parliament approve the Chinese contract and on what date and or via which opened procurement process? The government of NDC and that of Kufour's NPP will never prevail in a court of competent judge and jury but would surely prevail in an atmosphere of a banana republic such as what we have in Ghana now.
