Currently, the economy has been left to the control by the private investors but it should be noted that profit maximization,not job creation, is the objective of the private investor.
Therefore, the government should allow the private investor to operate as is happening now, but the government should also intervene in another sector of the economy with the sole objective of implementing projects approved by the National Development Planning Commission with the sole objective of creating jobs not necessarily maximizing profit.
In some capitalist countries, governments intervene in the economy to undertake projects to achieve an objective; for example, OBAMACARE in USA.
If the government in interested in this approach, I shall provide details.
Unemployment will remain a problem unless the government musters courage and intervenes in the economy because private investors do not create jobs.
