  I agree with you regarding competitive funding tied into actual research and production of knowledge that will be the basis of promotion in the Ghananain academy. There are too many calling themselves professors who have no body of knowledge to show for it.

  Thanks for agreeing with me on this one.
  
  Well, since they have been receiving book and research allawas since the 90s, they might just have body of knowledge to show for it. Don't take my word for it though.

  Anyway, you have made a powerful argument. For instance, some of the profesors who taught me used notes that were 7-years old or even older.
  
  Some of these notes contained information on research done many years ago outside Ghana, the West particularly, and which no longer had any relevance in the West, yet we were "forced" to commit them to memory.
  
  On the other hand, some of these concepts had not be thrown out per se, but had been thoroughly revised, although some of these "lazy" profesors remained ignorant of these new developments!
  
  Another unoriginal professor also came to class always drunk! He also gave wrong notes he copied directly from textbooks which were not even avalaibale on campus (or in the universuty library). Some of the textbook problems and solutions he used in class were even wrong, as the department came to find out later. How sad!
  
  In fact, I had one particular professor who used notes he acqiured while doing his master's in Europe many, many years ago in Northern Europe. No research and originality.
  
  I think this whole funding issue need to be looked seriously at. There should be a way to revise this policy in order to make our professors highly competitive and original.

  Your anecdotal narrative is spot on in describing the empirical situation prevailing in our tertiary insts. prior to the institution of the book and research allowances in the mid-1990. Can anyone provide a picture of the current situation? Any improvement traceable to those allowances?
  
  A complete overhaul of the system is required.
