I'm always amused when I read "we have all the natural resources, and yet...".
Indeed, we are blessed with these resources, in theory, at least. But as I have said many times, it takes science and technology to unlock the wealth from these natural resources:
(1) You would need very sophisticated technologies to LOCATE the natural resources. They might be buried deep in the earth's rocky crust SOMEWHERE or deep beneath the middle of the vast expanse of the ocean SOMEWHERE. Remote sensing technology and satellite imagery systems becomes imperative.
(2) Once technology has identified and located the natural resources, you would need other technologies for ACCESSING and EXTRACTING the resources. Often they are trapped in the rock microstructure, or in the case of crude oil, sitting beneath the bottom of the ocean. So, modern mining technologies come into play. Or the complex process of offshore oil drilling becomes a necessity.
(3) You would need REFINING technologies to make the resources usable.
Minerals like gold, bauxite, iron, diamond, etc require some processing before they reach the markets. For crude oil, many useful products can be obtained: from jet fuel all the way to nylon and plastic cases for our cellphones. The cars we love so much particularly would not exist without crude oil. Not only the much needed fuel and lubricants but the upholstery, dashboard components, wiring insulation, hoses, and electronic components are all ultimately derived from crude oil.
ABUNDANT RESOURCES
In fact, there are much simpler examples of the situation. There is one natural resource EVERY COUNTRY has: the ubiquitous air, made up of 80% nitrogen (which has some agricultural and industrial usefulness). Yet it takes very sophisticated technology to produce nitrogen from air. Same with water: made up of oxygen and hydrogen. Wouldn't it be nice if we could obtain from Korle Lagoon, hydrogen to make fuel cells for cars?
So, we should always bear in mind: science and technology provide the key to the wealth from natural resources. This should be our core mindset as a nation.

The appropriate question to ask of Ghanaians of all walks of life is when would we learn from past mistakes or when would past mistakes become guidance to future decisions? The rich, powerful political and supposed educated elite in Ghana do have the impunity to steal and mismanage government funds because they are very much aware of Ghana's average voter lacking the ability to learn from past mistakes. Why else would we be screwed each election cycle and yet come for more by voting the same NPP and NDC into power at alternate times in the political life cycle? We have not sacrificed enough because we have not learned enough to make marked impression on us.
