Records indicate that President Kufuor sound economic policies sustained and stabilized growth of the economy consistently from 2001 to 2008.
On the other hand, NDC/Mills/Kofi Dubai Mahama annual budgets have been suffering from knee jerks, lopsidedness, shocks and surprises arising from uncoordinated economic policies based on ad hocism, by heart, takashie single digit fixation.
Nothing is being sustained.
The Cedi is tumbling down.
The single digit inflation is a hoax.
The inconsistencies in the annual economic growth figures are clear:.
2008 (8.4%):
2009 (4%) :::
2010 (8%):::
011(15%)::
2012 (7.9%): :
2013 (7.4%):
2014 (8%) target
No serious investor will be happy to be part of this Takashie fiscal policies from Kofi Dubai mediocre administration and producing unreliable, roller -coaster. Zig-zagging economic indicators.
Ghana deserves better. Ghana can do better!!!!!.

Great job, Gabby, and please do provide such write-ups often.
Here are some highlights that can be considered of vital national importance:
(1) "...As part of government policy, and in line with job creation and poverty reduction, extractive industries –oil and other mining companies - must be required to agree to refine a percentage of their mineral and oil extractions into finished products in the country before being granted concessions, instead of the unequivocal wholesale EXPORT of their extractions in their raw forms to create jobs in other countries..."
(2) "...To support job creation by the private sector, the Ghana government must: reduce import duty drastically on imported machinery and equipment, provide corporate tax incentives/breaks for new businesses, provide excellent road and waterways network throughout the country, extend railway system to the North, provide uninterrupted flow of electricity and water, develop efficient and effective Judiciary system, devoid of corruption and government interference, develop effective nationwide security system devoid of corruption spearheaded by the police and the intelligence body, provide efficient and reliable communication system suited for the 21st century, provide excellent hospitals within an effective and efficient health care system, and put in place sound regulatory procedures for the growth of business to ensure reliable corporate tax revenue collection across the board..."
(3)"...Furthermore, to achieve greater economic growth, there must be linkages between government, private industry, and higher education. To make the development of our human capital effective, the government of Ghana should compile data on existing manpower shortages and future needs of government and business industry and coordinate this information with higher education so that higher education can respond through effective planning and continual adaptation of its curricula to economic development policies and projections. Research has revealed that through dialogue between government and the business industry, manpower needs in the national economy can fairly be projected by comparing national employment changes to enrollments by field to identify areas of shortage..."
THE INDUSTRY ACADEMIA ALLIANCE
As you nicely outlined, industry should definitely be part of the curriculum formulation. Even though I still do believe undergrads should be exposed to as much general knowledge as possible, industry can provide great inputs as to how best to relate the abstract to the real world. In that respect, government establishments should also be involved. A final year electrical engineering student should be exposed to the problems that Volta River Authority faces and strategies for troubleshooting and solutions that can eradicate "dumso, dumso".
Another extension of your ideas would be the creation of a liaison office at the Council for Scientific and Industrial Research (CSIR) where representatives from the various private industries can sit and share ideas with CSIR scientists and engineers. CSIR is Ghana's main hope for serious research; our universities are saddled with too much teaching, training, and testing responsibilities.
And borrowing a page from the medical school playbook, perhaps all professions should have a "residency" period (called "internship" in British-oriented medical schools). Upon graduation, most students would most likely need a period of relevant practical preparation before full-blown employment. Private industry, in collaboration with tertiary institutions, can set up "Skills Centers" where graduands can undergo a 3-month intensive training period geared towards a particular industry.
I also think the concept of "polytechnic" should be modified. Such institutions are very critical for national development and yet they have become "Plan-B"s for those who do not gain entry to the university. Perhaps some polytechnics should be upgraded to high quality "technical institutes", staffed with university-caliber professors and endowed with state-of-the-art facilities befitting a center of higher learning. That way, the best and the brightest can readily opt to seek admission to such tehnical institutes rather than KNUST, for instance.
I'm quite impressed with the comprehensive set of very useful ideas you have presented. Furthermore, with your expertise in Systems Thinking, I do hope you will give us another treat of that area very soon. It is now widely recognized that systems thinking is the epitome of effective handling of national policies.
