These are excellent ideas but the issue of overstaffing also needs to be addressed. Workers can take the liberty to work lottery, read their Bible, and study at work because there might be no work for them to do. Sometimes you have a situation where seven people have been employed to do the job two people can effectively execute! Rawlings embarked on some retrenchment program some years back to rid the system of overstaffing. We may have to revisit that policy and discharge excess staff but ensuring that they are adequately compensated so they can establish their own businesses.
Ghana can also consider employing people on a part-time basis to take care of extra work that might arise.

It is becoming too much.Something needs to be done.Nobody takes salary anywhere in the world.You are paid according to number of days worked for.

The ideas are good but like many other good ideas, implementation, particularly enforcement, will be the issue. From making sure the clocking in system malfunctions, to big men stepping in to "correct" time and attendance records, to people clocking in for others... Some will make it their part time job to come early and clock in for people who will habitually be late (for a fee of course). Just watch the way middle men suddenly mushroom around government offices that are to provide service for the people.
We have processes for doing things right and all organizations have a disciplinary process but people badmouth supevisors who insist on the right things being done and as long as such strict supervisors continue to be victimized, these attitudinal changes will be difficult to achieve. Recognition of such negative tendencies made privitization of state owned enterprises a sensible idea. The indiscipline we are discussing is more rampant in ggovernment establishments that in the private sector. Just observe teachers in private and public schools and you will understand what I mean.
Some mining companies have been using this method and can provide information on their experiences so far.
It brings to mind the issue of the dreaded "konkonsa" label that keeps honest people from reporting criminals and social loafers.
