Kofi,
CHRAJ was killed at birth by the very government that inaugurated it, the NDC government of 1993, when following the Chronicle's disclosures about the financial improprieties committed by PV Obeng, Ibrahim Adam and Dr Adjei-Marfo, the commission took up the case. The commission investigated and made adverse findings against them, but the government published a white paper to exonerate them.
Since then every government has taken measures to absolve it functionaries against whom adverse findings have been made by the commission.
Clearly, Ghanaian politicians have been taking the rest of us for a rough ride because they know that come election time, the non-discerning among us, and they are the majority, will vote for them with the most basic of inducements and promises which little children in class 3 should be able to see through.
The quality and capabilities of people that have been approved by Parliament for ministerial appointment over the years say it all!

Worse of course is the Judiciary--made up of subservient judges who are compliant because the owe their allegiance and jobs to the crooks in the executive.
Until we have truly public spirit minded officials who really want to make a change, this system will persist.
