I don't think this requires any NGO. Maybe, we need more pigs roaming about so if anyone squats in the free range to do it, the pigs would bite his/her ass.

The entire country is plagued by OD. The country needs a rehaul of its sanitation policy. It is incongrous to select just these 3 regions for the problem.

The MCE or DCE is in charge of the metropolis, municipality or district. He/She and only he/she can affect open defecation in any meaningful way. Strict directives should go to these political heads to focus their attention and effort on the elimination of open defecation. The Local Government Minister ought to lead these men and women under him in the priority direction of our governance and development. What one finds to be the case is that our foreign development partners are far more interested in the achievement of the goal of non open defecation (and do everything in their capacity for that effect) than our own government representatives in the district. The To Do list before any DCE can be long, but what can be a greater priority than the elimination of open defecation? If MCEs and DCEs are left to their own pace at tackling the basic issues such as this, we will hae made no progress by the end of this decade.
