EDITORIAL: There is a fallacy going on around the world that one can cure poverty by giving grants and loans to the governments of poor nations. Nothing can be further from the truth! This hypocrisy must stop! Without these nations being able to create jobs for the poor, by producing some of what they consume, and with Western education deceiving everybody to think only of white-collar jobs, poverty will never end in Ghana and these poor nations! This article by Charles Abbey (GhanaHomePage, August 11, 2013) is an academic balanced analysis and evaluation of what many have known for a long time about the nature of Ghana as a failed state but with the sunshine and support of enormous natural resources of gold, cocoa and oil and hence always escaping that description. There is a charade in Ghana in the last 30 years where there is an election every four years, giving the impression of a democracy. However, there is only one man, the President, who is elected and then appoints not only his cabinet Ministers and Deputies, but all chief executives in the nation, estimated more than 4,000, including town mayors, District and Regional chief executives, heads of the Electricity and Water corporations as well as government educational institutions.
Western nations, out of the guilt of past slavery, colonialism and exploitation of their forefathers, have been pumping billions of dollars into Ghana as aid, in the form of grants and loans but with no measurable development. There is no way they can claim they are not aware that $4.2 Billion in loans for roads and highways were not used for intended purposes in the 1989-1992 time. There is no way the World Bank and IMF can claim innocence when $603 million are given as grant and loans for Water and $600 million for electricity projects, and yet after ten years, in the years 2013, electricity and water are being rationed in the capital city of Ghana. There is no way any sensible lender would give a loan to a person who does not have personal identification or street address, and yet for Ghana with all the gold and oil, the Western nations do not seem to care or ask questions of our management systems in place or ability to pay, giving credence to what author John Perkins talks about in his book "The Economic Hit man".
The great Chinese teacher Mo-Tze taught some 500 BC that "Whoever pursues a business in this world must have a system. A business which has attained success without a system does not exist". This article depicts, admits and illustrates in a nice academic way the lack of management systems in Ghana, but more so the massive inhuman greed and selfishness that goes beyond corruption and public theft and where even funds for feeding poor school children and the disabled are being stolen but the Presidents of Ghana pretend innocence. In the last two years alone Ghana has had over $300 million in falsified judgment debts with implicit support and connivance of government officials. Again $100 million seems to have been stolen through a Youth Employment and Entrepreneurial Program (GYEEP). What human beings would steal funds meant to help the poor? Millions of Ghanaians flock to Churches and Mosques every week, but are these hypocrites or only the poor attend these religious functions?
Ghanaian leaders must bow down in shame. However, there is a level of human conscience that must be brought to bear on the international community also, in the face of these massive public looting and Ghanaian Presidential disinterest or pretense of non-awareness. Some look at it as collusion of the crimes. The UN and world community talk of and appear like they want peace around the world, but often fail to realize the causes of wars! This peace seems to be sought to maintain an atmosphere where rich member nations' own business interests will be protected and not the lives of the poor and desperate. It is sad indeed that nations like the USA, UK and France where individual people seem genuinely to be kindhearted people interested to help, have governments whose policies seem only to perpetuate poverty around the world through a non-involvement in what appears open public corruption in these support services!
We can do better! It is time the world clamped down and held the leaders of these poor nations responsible before allowing them as members of the civilized club of the United Nations.

Well organize article on social protections in Ghana I suggest particularly the called for national dialogue on social protection should be program specific at the district level.

Well organize article on social protections in Ghana I suggest particularly the called for national dialogue on social protection should be program specific at the district level.
there should also be a way to enable community to participate in the selection since the administration of questionnaire in selection alone is not enough.
National data on poor household will also help in selecting the needy
