That MMDCEs Must Be Elected is a popular view of the people. But in the face of a constitution that grants the President the mandate to appoint and at the same time talks about full decentralization, the Presidents will prefer the former. Our Parliament should amend the Presidential power to appoint the MMDCEs. I put the woes of the nation on a parliament that is not proactive to deal with the flaws in t he constitution. We need forward looking parliamentarians prepared to deal with the flaws in the constitution that was crafted to promote the interest of our political leaders. The constitution is now an albatross staring us in the face.

Electing MMDCEs will not improve the chances of development and effective management of local government. MMDCEs should be public servants who have the requisite management qualifications and experience. I would suggest that they be appointed through an open selection process. That is advertisement through the press etc. and be on performance - based contracts for up to five years.
Our local government should be primarily about development and not political affiliation. Electing these officials will only turn into another party contest. Where the MMDCE comes from should not be relevant - same as where the local bank manager comes from. We need to knuckle down and get the job done. Let us concentrate on development.
