And what the hell is wrong with developing the "RURAL" areas?

Just ask who told him African leaders are obsessed with rural development. He should visit only ten West African countries and witness the overwhelming population drift to urban centers because of lack of development.

Please, find someone to help you. This is not to dampen your spirits but to encourage you to seek help if you love to publish your essays or article. Your article is convoluted.
Your premise, thesis or objective or whatever you will call it is actually false. Or, may be you don't understand the meaning of the word "obsess." African governments have never been obsessed with rural development. Probably you were trying to say- they are now trying to develop the rural areas. In that case, your topic among others should have been-- "The reasons why African leaders are developing rural areas." "Development of Rural Area......etc, etc. "OBSESS" is a strong word --"Preoccupy or fill the mind of (someone) continually, intrusively, and to a troubling extent: "he was obsessed with thoughts of suicide"." That is the meaning of that word, so if that had been the case, our cities would not been choked with everything..
Also, good writers don't need to tell the objective or thesis of their writings. Grade 3-5 students are taught to do that. In the middle school, their teachers should know their objective or thesis from the introduction.
And talking about introduction, it should be short and to the point. And more so, captivating or grab the attention of the reader. My high school teacher called it - "attention grabbing" introduction. You have more than 300 words in your introduction, but hardly do we understand what you are trying to say.
Please...I am also learning how to write, so forgive me...

Indeed all the good roads in Ghana, schools and hospital are in Accra and Kumasi. All jobs and opportunities are in the urban centres; internet access etc. Any government that is of right minded leaders will want to reverse this negative imbalance.
My friend if you are trying to write a thesis this is not the forum. Look elsewhere.

Whenever a government promises to rule for the benefit of "rural interests", it only means to suppress
people (abandon public education, lower wages, neglect urban infrastructure) for the sake of
creating more serfs for absentee
landlords, country grandees, and big-men. This true the world over.
