That was an instance of the sad corruption that Mills allowed to characterize his administration. The judgement was awarded under the Kufuor administration but Kufuor - God bless his soul for this one act - refused to effect payment.

We should look at it from that angle and ask questions what happened? Somebody should tell me which part of the economy is doing well. The cedi is above 2 to the USD. The Government cannot pay contractors for work executed by them. No power. No water. There is absolute indiscipline in the country. GIS just gave the country to the Chinese with impunity and we look on. Murders all over the country and the security cannot act. All that matters to us is NDC and NPP fracas. Low productivity. Civil Service is broken down. Roads deplorable. Land Guards beating and grabbing land from genuine owners with impunity and no protection. What happened to Ghana? We should be objective and discuss this. To all those insulting JJ for telling us the ills in our society, each one should should list 1 good thing and 1 bad thing for discussion. I want to see what we come up with. My list below
1. Ghana at the mercy of the Chinese
2. Poor Services from utility companies.

If 12 years later Rawlings finds reason to bemoan Mills' performance as President then is that not an indirect admission of his own failures? Rawlings should give us a break.President Kuffuor out-performed Rawlings.Whilst Rawlings left a flatlining economy Kuffuor was able to raise it in 8 years to a lower middle income status.
