In effect, there is plenty of room to manipulate any election. With such meager resources Afari Gyan has done his best.
Unless, Ghana gets richer and the resources are used wisely--I don't see any way to have elections that cannot be manipulated.
Kobina, you're right. Its all about the voters register.
That's why Akuffo Addo has really done Ghana a serious disservice by this lawsuit. The elections in Ghana are won at the registration of voters. Whoever succeeds in "manipulating" the voters register wins.
Leave Afari Gyan alone. He has done his best in the banana or cocoa republic.

When will you take off your partisan lenses and replace it with progress lenses so for once you can talk about Ghana with clarity of mind? The court proceedings are meant to highlight the shortcomings of our electoral system and it'd be up to the Supreme Court judges to make recommendations that will cleanse the system. That's their job and the reason they are paid fat salaries and allowances.

You've got it right, my bro. Afari Gyan should be quizzed extensively obn why he demands refrences from people he wants tio employ permanently but he couldn't create machinery for screening those he wanted to employ on a temporary basis to run such an important election. The CID in each region could at least have told him whether potential employees held strong political views or not.Their competence also should havce been tested, as well as thee people sponsoring them.
Were polling agents allowed in the rooms from which the transmission of results to EC HQ was made? So if those places were kept away from the polling agents, what prevented a crooked election official fromsubstituting a pink sheet which
the polling agents had signed for a pink sheet on which the signatures of the poilling agents were forged?Especoially as Afari Gyan has admitted thatthe pink sheets bore no coded numbers?
The NDC studied all Afair Gyan's shortcomings and made use of them. Look at how confodent Asiedu Nketia was about the election process. It is because he had studied it \and realised that the arrogant Afari Gyan had left ,many loopholes, and he m ade use opf them.

Dr Afari Gyan is the substantive head of the Electoral Commission of Ghana. He's mandated by the 1992 Constitution to organize credible free and fair elections in Ghana. It's abundantly clear from the foregoing that all our elections in the past have been fraught with irregularities and have mainly gone undetected and glossed over but Afari Gyan has always been credited both locally and internationally for doing such a wonderful job. The people in my opinion who deserve a pat on their backs are the petitioners who braved the storm of innuendos and name calling to afford the entire nation the opportunity to take a closer look at our electoral system/system and make corrections where necessary. We simply could not afford to keep kicking the can down the road because sooner or later it was going to boomerang in our face.It makes sense however that the man who gets all the perks and the accolades should also take full responsibility for anything that goes wrong. He deserves his salary and the other perks of his high office but he equally deserves the blame when things go awry with the process. It's a double edged sword.Dr Afari Gyan cannot and should not be left off the hook if our voting and entire electoral system is found to be fraught with irregularities. The buck stops at Afari Gyan's door.Thank you.

Mensah,
You a very right. For a very long time, may be since independence, we have not, as a people, demanded accountability from our leaders and paid agents of state. For a whole grey haired PhD holder to tell the whole world that for thirty years we have never trained electoral officials for elections in Ghana is really sickening. Just imagine the MD of ECG telling Ghanaians that his outfit has never trained people to lay electric cables!
It is not surprising that after 34 years of his involvement in elections, Asiedu Nketia does not know what constitutes over voting and calls frudulent vote padding "Unidentified materials."
We have a very long way to go and the only way we can ever have anything close to clean and fair elctions is to register every Ghanaian no matter how remote his/her birth place is, at birth so that on reaching age 18, every citizen automatically receives the relevant documentation for registration, as done in the UK and other civilised countries. The on and off (like du so, dum so) registration every four years, is a recipe for a disaster that is waitiong to happen.

Talk about Bad roads and road network, Unreliable electricity and energy supply,Bad and unyielding education system,Poor hospitals,Poor or unexisting emergency and rescure facilities,'Incompitent' and under equiped police, Abysmal air transport, Lack of social support for the under-privillaged,gravious budget deficit, Massive corruption etc etc. So the Ghana EC is an integral part of a mediocrity and therefore can not be expected to perform any better than the enviroment in which it is embedded.

Kobina, My Namesake,
Your analysis is quite right, but I also think the king pin in all that is the polling station, at registration time and dn election day. Remember that polling agents of certain parties are prevented from operating in certain areas within certain regions of Ghana.
Afari-Djan knows this because there have been nasty incidents in the past. So agents of certain political paries are powerless at registration and on polling day. That is why some political parties do not even bother to field agents at some polling stations. Besides, it is a very expensive venture. To expect a political party to field close to 55,000 agents at polling stations, district, constituency and regional collation centres is most unfair.
The taxpayer pays the EC and its staff in the hope that they would deliver, just as we expect ECG, GBC and other state officials to deliver services to the taxpayer.
Almoast certainly something really sinister happened during Election 2012, and 90% of it occured at the polling stations. It will be interesting to hear Dr Afari-Djan's definition as "Over Voting", because it can ONLY be determined through comparison of the Number of Ballots ISSUED and the number of valid votes in the ballot box.

STUBBORN AFARI-GYAN SAYS, WELL! THERE WAS NO ELECTION FRAUD EVEN WHEN UNEXPECTED INTENTIONAL ELECTION PROCEDURAL BENDINGS AND CIRCUMSTANTIAL EVIDENCES SUGGEST OTHERWISE.
FACT IS, THERE CAN NEVER BE A PERFECT ELECTION, NOT EVEN IN THE SO CALLED ADVANCED WORLD BUT IN STUBBORN AFARI-GYAN'S WORLD GHANA ELECTIONS WAS PERFECT. STRANGE! STRANGE EH?
ALL CONCERNED GHANAIANS WANT IS THE TRUE WINNER OF THE ELECTIONS, THUS RESPECTING THE DEMOCRATIC RIGHTS OF VOTERS WITHOUT BENDING THEM. IT DOES NOT MATTER MAHAMA OR AKUFO-ADDO. WHAT MATTERS IS RESPECT FOR THE PEOPLE AND THEIR TRUE CHOICE.
IF AFARI-GYAN COULD COME OUT BOLDLY TO ADMIT WHAT EVERY WISE PERSON KNOWS TO BE THE TRUTH, HE WOULD HAVE EARNED THE GREATEST RESPECT AND ADVANCED GHANAIAN DEMOCRACY.
FOR INSTANCE, THERE WERE SOME IRREGULARITIES BUT THEY WERE NOT ENOUGH TO TILT THE RESULTS, PERIOD!
BUT STUBBORN AND ARROGANT AFARI-GYAN HAS HARDENED HIS HEART TO THE CORE. UNCOUTH, MYOPIC, BLIND SYCOPHANTS OR PARTY LOYALISTS PREFER TO SEE NOTHING WRONG THROUGH THE SPECTACLE OF AFARI-GYAN'S WORLD EVEN IF IT WOULD BE TO THE DETRIMENT OF GHANA. CONTRARY, ALL POLITICALLY UNBIASED, WISE PEOPLE IN GHANA AND ACROSS THE PLANET SEE SOMETHING WRONG IN THE ELECTION.
THE WHOLE WORLD KNOWS THE TRUTH. EMINENT PEOPLE LAUGH AT GHANA AND IN FACT AFRICANS IN GENERAL FOR THEIR BOLDNESS AND HEARTLESSNESS IN PERVERTING JUSTICE.
DID THE INTERNATIONAL OBSERVERS SAY THE ELECTION WAS FREE AND FAIR? YES. YES INDEED, BASED ON WHAT THEY SAW! AND WHAT ABOUT WHAT THEY DID NOT SEE? AFTER ALL, THEY WERE NOT AT ALL THE POLLING STATIONS. IT IS THEREFORE UP TO CONCERNED GHANAIANS TO STAND BOLDLY AGAINST THE MISCONDUCTS, DEFEND THE INTEGRITY OF GHANA AND SET A BETTER PRECEDENT FOR THE FUTURE.
A MAN OF CONSCIENCE WOULD GIVE A DEEP THOUGHT AND SAY: HEY WHAT AM I DOING? IT IS THE PEOPLE VS I. WHY NOT TELL THE TRUTH FOR THE PEOPLE'S SAKE, FOR RESPECT OF THE PEOPLE, FOR PEACE, FOR INTEGRITY, FOR DEMOCRACY SAKE AND FOR PROGRESS SAKE?
UNFORTUNATELY, STUBBORN AND ARROGANT DR AFARI-GYAN WILL PREFER TO GO TO HIS GRAVE WITH THE TRUTH THAN TO SAY IT. SURE, AND SORRY FOR THIS PRONOUNCEMENT, NATURE WILL PUNISH HIM VERY WELL FOR THE INFRACTION HE HAS CAUSED.
