It only took the doctor about 2 seconds to say, "Gimme a break, lady! Your daughter is pregnant!"
The mother turn red with fury, and she argued with the doctor that *her* daughter was a good girl, and would *never* compromise her reputation by having sex with a boy.
The doctor faced the window and silently watched the horizon.
The mother became enraged and screamed, "Quit looking out the window! Aren't you paying attention to me?"

The first solution to every Ghanaian problem is education education...yet some of the most ignorant people in our society are the highest educated.
Teenage pregnancy can only be controlled first by responsible parenting, then through exposure of the consequences, female role models, and most important making those who impregnate these young women accountable and responsible, including jail terms if they cannot support the child and the young female involved. This must also extend to adults who make babies like lions in the jungle or farm animals.
Government and civil society must tackle this head-on. It has so many adverse consequences, a very high percentage of our female population resort to trading in market places or straight in the middle of highways and byways. They trade sexual pleasure for their daily bread or survival. Their offspring without guardians become a burden on society. Despite my simply structured strategy to confront these issues, I have little hope that anyone would listen or care. The truth is that there are so many people passing as intellectuals and law makers, who are all hypocrites and a very direct cause of the problem. The children giving birth to all these illegitimate children are themselves illegitimate and unattractive persons, there is almost no hope in life for them and their parents and even grandparents.

In any case Berekum Holy Family hospital could have been a credible source of information if the writer sought to authenticate his claims.

I believe your concerns are right on target. Also, this subject can be fraught with emotionalism that will take away from objective approaches to solving the problem.
Sexual activity has both instinctive and moralistic underpinnings. There are also potentially adverse psychosocial and medical consequences in the case of teenagers. There's a primitive sexual drive in biology that ensures propagation of the species. This drive appears at puberty (regardless of the age of the individual).
Survival is also a primitive instinct, and in the wild state, an individual or an animal will kill another just to ensure their own survival. However, in civilized society, this tendency to mayhem is curtailed largely through laws and social mores.
Thus while a teenager is inherently programmed to be sexual with onset of puberty, laws and social/family values may, to some extent, oppose this innate tendency. But there's another factor that influences adolescent behavior- the peer group; to the extent that an adolescent's peer group endorses this behavior, then an adolescent is more likely to engage in the same behavior.
Consequently, solutions for the problem should consider all these factors I've outlined. Preventive medicine considers 3 principles in dealing with problems: primary prevention preempts the factor that leads to disease (problem); secondary prevention ensures that even if the factor causing a problem is present, its effect can be subdued; tertiary prevention is the timely identification and management of the problem to reduce complications after the factor has already caused the problem.
Translating these principles to the problem of teenage pregnancy, primary prevention will involve society (families, churches, and schools) imparting values that will thwart the biological drive to initiate sex at inappropriate time. Members of the peer group who're perceived as opinion leaders by teens, may also help reinforce abstinence. Teenagers should also be educated about the undesirable consequences of teen pregnancy that in addition to the problems listed by Mr Schandorf, also include decreased cognitive abilities for the offspring. Secondary prevention should involve the availability of a comprehensive range of contraceptives for teenagers. The fear of many is that the availability of contraception leads to wanton sexual activity among teenagers, but this fear has been refuted by a large body of research. The fear is akin to a parent refusing to allow their child to be immunized against measles because the child will intentionally fraternize with someone acutely inflicted with measles. Tertiary prevention will involve timely diagnosis and management of any pregnancy(including abortion if society wishes to allow that to be legal).
Hopefully, policy makers and families will seriously consider this comprehensive framework when articulating solutions to the problem
