Is what's transpiring before our very regarding the swift payment of ex-gratia to of all people MPs a vulgar display of thievery, power, or straight-up political criminality?
What's ex-gratia; is it a gift, is it given voluntary or on charitable basis? Does Supreme Court Judges, ex-Presidents, and the alike deserve ex-gratia?; what about revolving door politicians who get re-elected every four years?
Those who know Gyesi Appiah (aka Asuo) probably also know that ex gratia means "by favor." By favor, here means, whatever is being done is done voluntarily, out of kindness and without the expectation of any consideration. In effect, it is just a gift!
"Ex Gratia" was granted to the Queen's men who were sent from the winter of the UK to spend some time in the then Gold Coast where mosquitoes abound. At the end of their tenure, the Queen gave them ex gratia (a gift) to thank them for this service.
In 2013, Ghana is paying MPs ex gratia of $150,000. This is in addition to car loans, bloated salaries, rent allowance, fuel allowance, domestic servant allowance and utilities allowance.
As long as politicians can get you sleeping in darkness and fighting over NDC dis and NPP dat, they will be forever grateful to you for their ex gratia!
The 230 MPs who served in the fifth Parliament will collectively paid GHS47m.
Those who lost their seats will each take home GHS311, 000 while those who retained their seats will each get GHS277, 000.

Witnessing this situation, the international development partners of Ghana in and outside the country recently also express their dismay. In my view, regardless of whatever they said about the country 'bad governance', failed governance' and 'failed state' disheartens the aspirants and actors of a prosperous Ghana.

Is our political class, economic situation/status, and administrative structures riddled with corruption?
Until we put in play the following in place as sine qua non, fulcrum, rudimentary building block, the Ghanian experiment/project will remain stagnant:
(1) Comprehensive address system coupled with unique identification cards to the citizenry.
(2) Permanent records keeping database system.
(3) Right To Information Act.
(4) Public office holders declaring their assets, health records, taxes as a requisite to contest for any public office and after with strict public enforcement in the constitution
(5) How come the constitution couldn't put a cap on the number of MPs?; Is 275 MPs enough or 300, 500 in the near future?
(6) Why should the Minister of Justice be emerged with Attorney General? Why can't we decouple the two for justice and accountability to flourish? Why should the gov't be in bed with the watchman/prosecutor? or on the same take or team?
But then, some people take-home salary a month is 120 cedis, and out of that they pay for their children's school fees et cetera. Why should a revolving politician get over 311,000.00 cedis every four years? This is in addition to the perks and salaries.
Is the constitution worth ass wipe. Why should our politicians compare themselves to politicians elsewhere? Does Ghana sells big ticket items like machines, planes, cars, and so on for our politicians to deserve that kind of compensation? Coach Sam Duodu who won African Cup of Nation on multiple occasion can't even get his measly monthly pension. Yet, MPs ex-gratia is swiftly paid to the just passed 230 MPs.
Is the Ghanian leadership, and the institutions firing on all cylinders? Given the status quo bureaucracy, where do you see corruption, transparency, IT, Ghana in the next 5,10, 20, 50 years?

You have highlighted a number of the disturbing issues. Will they listen? Thank you.
Technically its difficult to blame the Government or the MPs for the ex-gratia package because the Constitution gives the green light for the payment of such.
But I am not sure whether the implementation of the law should super cede the stark reality of abject suffering of large majority of Ghanaians today. The economy is in shambles, there's so much labour unrest, water and electricity problems still hanging on our necks; a disturbing and gloomy picture! If it's not about satisfying personal interest first by the MPs damn the state of the nation's economy then i don't know which one could be. What mark would they leave if they proclaim to the nation: "we accept we are entitled by law to get the ex-gratia, we welcome the recommendation from the Commission BUT due to the ill-health of the economy and the suffering masses of our people we will do the unthinkable:- we call on the Government to slash the amount by ...percentage." What if the Government
came out with a similar stance, appealing to the MPs? A fear of precedence? Or a backlash from the lawmakers?
The lawmakers appear to care less for the nation so long as they get the money for their personal interests with all the versions of justification. Just listen to the defence mechanims they are touting! Pay school fees, attend numerous funerals, attend several other social functions etc! Haaba! Ego could be such a real barrier to seeing the naked and desperate aspiration and needs of one's neighbour. They want to paint a picture of them being the ones with most needs than any other group of people in the country. We are in trouble as a nation! And in situations like this one looks up to the government to demonstrate real leadership and call to order the plunging of the economy!
How does the government pay such monies to the MPs in the face of myriad of troubles the nation finds itself in and more importantly at such a time as now?
No wonder the theory that many an MP go to the Parliament for personal aggrandizement and not for honest search for nation building has so much credibility!
Perhaps the constitutional instrument lending weight to such ex-gratia payments needs reviewing in the not too distant future! What's good for the goose is good for the gander! We have a long long way to go as a nation!

The politicians are not from Mars!They elected from amongst the same Ghanaians who make noise. It means therefore that if Katakyie Kwame Poku is elected, he will behave the same way as the current crop are behaving.

NPP and NDC MPs in parliament anything to benefit them they agree like magnet and steel. they are corrupt like our president if he is not corrupted he would not award mps such money.
