What I disgree with you about is that you think it is not government responsibility to fix it, it is wrong becuae the public sector is the government's administrative wing, hence the more incompetent and infficient a ruling government is, the more incompetent, inefficient and corrupt will the public sector be.
You are right, the public sector in Ghana is highly mismanaged or not managed at all, it is only a structure with non-thinking human skulls sitting in it, hence it is directionles,
You were right when you observed that "The sector is currently bedeviled with issues pertaining to corruption, absenteeism, incessant bureaucratic processes, poor customer care, low morale and motivation, lack of strategic planning, lack of entrepreneurial skills and negative work ethics leading to low performance and woeful output".
Who is to be blamed by the incompetence and gross inefficiencies at the public sector? the directors, deputies, heads of departments. Who supervies these bunch of incompetents, the sector minister, and who appointed the minister? Not the prssident?
So the incompetence in the ministries flows from the highest political hierarchy downwards.
The directors at the ministries are operating according to the directors and instructions from above. Hence it is only a visionary who knows what he or she is doing can undo the rot and canker at the public sector. Remember the fish rots from the head.

You don't seem to get it. It is this attitude of blaming everything on government that is stagnating our progress. So sad, such a balanced article has been deliberately miscontrued and spinned politically. How is government to blame for the teacher in the village school who spends his working time in a drinking bar instead performing the duties that he is being paid for. Please, much of what we are suffering now is because the public sector has failed. If public servants rise beyond politics and think about the country first, it wouldn't matter who we put there as president. The country would still make progress even if you have a goat sitting there. It is private individuals who have moved countries forward and not necessarily governments eventhough governments provide the enabling environment. We can hold the government responsible for water shortages but not using expired chemicals to treat water, we can hold them for not providing our energy needs but not for providing a mere load-shedding schedule. Let's call a spade a spade and not a big spoon.

This is exactly the themed of the president's independence speech. Again, this is what the president is encouraging the media houses to discuss or focus their programs on. But you know why the media houses cannot change, because that is not what Ghanaians want to hear. Please check the number of comments that a crucial article such as this which addresses an issue that does not necessarily demand government intervention or resources to move this country forward has attracted. It tells you that, the media houses will lose their popularity if they change direction to discuss serious issues such as what this article has raised. Kudos to the authors; we hope all who read this article will initiate the change in their own corners. Long live Ghana!!!
