Your article is very scholarly and I fully share in your frustrations with the heinous incidence of smuggling with the active connivance of state agencies and actors.
My candid and considered opinion though is that, no government in Ghana can successfully fight the menance of smuggling based on the limiting factors of geography, history, greed and economic gains.
Based on the geography and historical links that exist at border towns, it makes trade contiguous between Ghana and its neighbours; as such there is always a high appetite to engage in the act of smuggling since these people do not recognize and see any legitimacy in the artificial borders created by ignorant colonialist they see themselves as one (brothers & sisters). So for such social intervententions to be successful they require cross border cooperation between Ghana and her immediate neighbours.
Economically, once a disequilibrium is created there is always an economic advantage to be gained and as such savvy and rational traders will definitely take advantage of it and there is nothing that can dissuade them.
Also, the personal greed on the part of personnel of the state agencies such as CEPS, Immigration service, the police, military and other border agents cannot be curtailed by any zealous government no matter how hard they might try to stamp out the menace. Smuggling has been with us and will always be with us once there are tax advantages and subsidies.

If we can dubiously pay one man huge state monies (over 51 million dollars) for no work done and yet gives him red carpet at state functions what is food smuggling?
