You see, to get to that type of electorate, we need an educated and growing middle class independent of thought. Having said that, you would agree with me that even in so-called mature and stable democracies such as we have in America, one often wonders how people vote. There are clear "RED and BLUE" States where no matter who the candidate, people will vote for them purely on party lines.
That fact is, these things are part of our human condition and rather than blame our political culture as a force retarding our development and progress, why don't you join those of us who wish to see wider participation and application ,of our talents across the country for development? Look, education is a continuous process and for our democracy to grow and for our economy to blossom, we need more of it and many more people educated to create jobs, go into business, etc.
It is much more complex than you make it seem but I share your frustration at our slow pace of development. By the way have you factored in the decades of military interventions and the role of the West and in particular Britain in stifling our immediate post-colonial development? This topic is ripe for debate.

Democracy is simply a dynamic tool used in conjunction with a whole host of other cardinal tools to manage the concurrent process of governance. Remember it is not the only tool of its type. All such tools are supposed to work with the others based on certain conditions on the ground. So for instance, a highly intelligent and even intellectual person may vote for a particular candidate based on all sorts of reasons including some irrational ones like the look and feel of the person. That is the law of the unintended detrimental consequences (UDC) of freedom of choice which is central to Democracy.
