  I believe it is not good to start a Change right away is done with the Present Government. The change can be at the Next Government or the Next two Governments. . I noticed that is done in Some required Changes in Some of the States in the US or Some Important Changes in the US Government itself.
  I am not a Lawyer or a Politian .
  But that is what I have observed.
