When jobs are advertised anywhere, people apply on their own accord. That is: if you like, apply. If you don't like discard it- Simple as that.
All those who got there and got involved in the war went there as mercenaries just as we have many many Europeans doing on the side of Ukraine.
As a mercenary (normally ex-military servicemen with experience in war), you agree to fight and get paid for that.
NOBODY ON THIS PLANET CAN FORCE YOU TO FIGHT AS MERCENARY.
