Being a state agency does not, and should never exempt them from respecting and complying with the laws, permits and approval processes before building. Yes, you can comply with the law, permitting and approval processes and still build a 1,000 home or even 1 million homes. This kind of nonsense will not be tolerated under any civilization, or in a serious governance system. So stop this uneducated and unfortunate arguments and let them do the right thing.
