One reason the country does not the type of corporate memory you talk of is the regular replacement of top public service personnel because of the regular deployment of party foot soldiers each time a new government takes over: no permanent independent technocrats in the civil service to provide objective evidence-based analysis of public policy any more. Only foot soldiers furthering the party agena.
