Can the type of management of the power sector you describe be achieved by the habit of both major parties putting their foot soldiers to head such institutions. Personally, I believe some of these institutions should be exempt from presidential powers of appointment, and given to an independent public service commission. This would reduce the current practice of
rotation of foot soldiers heading these institutions to them being managed by qualified technocrats. That is probably the only way management can be proactive as you have rightfully pointed out.
