It is true that we are not supposed to build on waterways, but if we are not told that a particular land is a waterway, how would we know? Imagine spending money on land, and a building, with no issues brought up and no warnings, and then years later your house is demolished, with no warning and no compensation because you apparently built on a waterway. Think of the shock and heartbreak people go through. Loosing everything they had, because you didn't do your enforcement properly. What you know best is to punish people with no understanding of the situation, blame the people insteading of fixing the problem. Regulate the buying of land and maybe things might change.
