Focus first on 24-hour water and 24-hour electricity. Water from the Volta River flows freely into the Atlantic Ocean whilst Ghanaians struggle to find water. How can there be a 24-hour economy without adequate electricity?

Say companies register and inform the president that their main obstacle to operating multiple shift is irregular electricity supply, what then. Will the president wave a magic wand. One problem with policy in Ghana is that there are people like who talk with authority with only a basic knowledge of the issue at hand. A lot of companies used to operate multiple shifts in 70s, 80s and early 90s. Does the president or his advisors know why these companies stopped? The first thing the government need to do is to investigate the reason many of these companies stopped. That knowledge should form the starting point. No need for a generalised tax rebate perhaps other than rebate on after-hour penalty rates. There is a number of research articles on higher capacity utilisation (multiple shifts). I suggest the president's economic advisors read them and brief the president before we start throwing money in the name of promoting the so-called 24 hour economy.

During Nkrumah's time as president, some section of the economy was working 24/7 and it wasn't a "POLICY" enacted by Nkrumah rather, demand and supply.
When Mahama became president, name one factory that was established under him and what happen? John Mahama is like that bird called "Parrot" that mimic humans but cannot do exactly what a normal human can do. Mahama only talks but to think deep and analyze issues, that was beyond him, and I wonder how people who are supposed to know more have bought into this 24-nonsense as if it is something novel.
Get near Mahama and ask him about the secretariat he had set to manage his 24-hour economy, and what is exactly going on there.
People who see Mahama as a leader have huge problems with themselves.

Talk is cheap. Decree, order, instruct use all the big words. The preparatory word is for which market? Produce on 3 shifts for who? That's what happens when persons without business sense are voted for. Eg. there's an on-going Accra-Kumasi road project which could have been re-engineered to fit for purpose of the current govt, rather you want to start a new one which obviously cannot be completed like the previous. So I ask when people go church or mosque in Ghana, do they ask the Good Lord for WISDOM or what? A typical example is what I have mentioned above. So then I ask again, was the 24 hour project seriously thought through with the kind of economy we have? Interesting people, interesting country.
