Same could be said for attracting exploration capital to a country under the pretence of a stable regime and then changing the rules just prior to lease ratification.
This is a risk adopted by early stage investors but it should not be coupled with multiple changes and excessive delays as political parties are more interested in ‘politicking’ rather than timely economic development on significantly improved terms for the host country.
