I am not trying to undermine you - just asking for solutions. I for one would say government should create an enabling environment for the development of local solutions (not the usual "investors"). Enabling environment can be tax breaks for setting up local industries, access to government backed small business loans (well set up with eligibility requirements and collateral [nothing big, but something to induce the borrower to work toward repaying the loan]
