Sam Jonah said something similar not long ago. Schools at ALL LEVELS can inculculate PRACTICAL AGRIC curricula into the current rote one.
The government can help "reduce" government expenditure in schools by devoting serious money to support this exercise.

Village third tier schools, who hitherto have been the butt of jokes will transfrom their environment through this exercise.

The moneys for USELESS NSMQ should be given to schools as seed money. OR, the government can give out the NSMQ money to schools to be used for their useless competition or start an educational project.
