  This idea that universities in the country should all follow the same 'national' policy or standard all the time only looks sensible at a superficial level. Universities must have power or leeway to do certain things differently to suit their circumstances and future plans. Forcing universuties to adhere to generic national rules does not encourage innovation. Universities are not primary schools, and should not be forced to behave like one.
