Talk to this government and past administrations, and ask them why they have always seen it fit to pay certain high ranking government officials in dollars instead of cedis. People hoarding foreign currency hardly makes a dent in the direction that cedi travels, it's fiscal management by financial institutions like the Bank of Ghana and other government policies that largely determine how strong or weak the cedi becomes. Additionally, international financial occurrences too play a major part in which direction the cedi goes.
