One additional angle I’d highlight from my own experience is the role of resistance rooted in fear of transparency. In many organizations, technology is not rejected because it doesn’t work—but because it works too well. When digital systems make processes traceable, reduce leakages and close loopholes, those who benefit from manual, opaque processes may slow or block adoption.
So yes, we need infrastructure, policy and skills—but we also need commitment to transparency and accountability to ensure digital tools are not just introduced, but embraced.
