I think we need to educate fellow citizens about the life of a river and the challenges of clearing it to regain its biological diversity and purity.
Just as on the land there is different biological diversity, so is the river environment. Any situation that changes the clarity of the water needs and invites different inhabitants to do their part in recleaning the water. This can happen with many different simultaneous occurrences/processes commanding different levels of risks to human life.
Be aware of what you do on the land because the consequences can be multifold.
