The real answer is only one; (1) Abolish the practice of political appointments by constitution and ensure that all top government officials (CJ, EC, IGP, Ministers, Directors, CEOs and heads of all public institutions) are elected by votes to choose their assistants; running mates, vices, deputies or next in commands. Until the practice of Political Appointments are abolished, Ghana will never develop to be at par with any developed nations.

The practice of political appointments is the real threat to the development of Ghana, because most educated Ghanaians only copy blindly with arrogance and that is what they take into government through politics.

The failure of Ghana can be traced to the culture of Ghana, because by global comparison, most Ghanaians are relatively; naïve, ignorance, arrogance, illiterate, selfish, greedy, corrupt, deceptive, pretending, hypocritical, backbiting, pull-him-down, hear-saying, superstitious, overly-spiritual, less-creative, mathematically-poor, low IQ, unpatriotic, less-serious, progress-unready, more-mouth less-action, lacking-integrity, falsely humble, theft-oriented, quickly-judging, quickly-conclusive, poorly indoctrinated, wrongfully preached, unlawful, indiscipline, risky, careless, less-trustworthy.

Can engage in nation-building when the players often lack vision and dedication to nation. It's ping-pong political system, set up between two players (parties), NPP and NDC. One comes in and the other goes out. The exiting party reenters and the other party makes its exit. The public gets excited, thinking they've achieved their goals by seeing their party becoming victorious or that their vote has proven its power by booting out the party in office. It takes a public that believes in nation-building to give up its corrupt ways and demand that its leaders embark on the path of nation-building. When leaders are engaged in nation-building and the public isn't on the same wave length, nothing good comes out of that effort. And leaders can't engage in nation-building when they come into office without a meaningful blueprint that their officials can follow.

What a good question to be ask, rather unfortunately it's long overdue. It's all about changing leaders who are mostly prodigal lies and greedy like the grave. Never satisfied all what matters to them is me first. If I think about how blessed Ghana is with so many God given Natural Resources which, should have made Ghana one of the richest Country in the world by now. Look at what we have now, poverty, sickness and madness. Ridiculous, shame and worrying atmosphere, all because of corruption. Leaders without vision, foresight, ambition and no sense of good direction and abuse of power. The time is now to change our primitive and out molded style of Ruling or Governing. We need God fearing men who will put our Country first and work hard for it for the benefit of it's entire citizens.

Massa, you stated,
"If we want a Ghana that truly progresses, we must look beyond political theatre and start building institutions, systems, and a culture of accountability that survives beyond elections."
Ans: Most definitely.
Ghana's Political Cycle: Are We Building a Nation or Just Changing Leaders?
Ans: The problem we have in Ghana, however, is, our constitution was made in 1992 under the leadership of a young, not well-educated, soldier, and even though the word devolution was used, the main meaning of devolution was not practiced, because the essential part of devolution is to devolve power to the smaller nations and this has not in Ghana been respected.
5. Can Ghana break free from the cycle of short-term politics and cultivate long-term nation-building? If so, how?
Ans: We all know the Ghanaian democracy is broken! However, the question on most inquiring minds is: who is the culprit, or who broke it with their "Reset Agenda, Partisan Cleansing, Our Party Is In Power, The EC Must Go, We Need NDC Lawyers Too On The Bench, or The President Must Have A Third Term?"
Why are most people saying that if only Prof. H.K. Prempeh and Dr. Nii Moi Thompson can get the vision and rules right on the Path to Peace and Prosperity, and insulate the public independent institutions from political interference, the rest will be achievable? Is it because elected officials like you know who operate on short-term political cycles, while administrations or governments come and go, but independent institutions focus on the long term?
How do we insulate these independent public institutions that this incumbent administration is eroding, culminating in the nation's worst global peace ranking? Elsewhere, they are implementing their fifteenth five-year development plan. How do we achieve continuity, consistency, and coherence, rather than wastage, political equalization, over-billing, political campaign financing, and recouping of their investment, all at the detriment of the Ghanaian?
Independent Public Institutions: Benefit of insulation with Longer Tenure:
Protects Against Political Volatility.
Strengthens The Rule Of Law.
Ensure Continuity of Policy.
Fosters Macroeconomic Stability.
Combats Corruption And Enhances Transparency.
Increase Public Trust.
Facilitates Orderly Political Transitions.
Promotes Expertise Over Partisanship.
Enhances Policy Coherence.
Encourages Long-Term Investment.
Adapts Governance to Complexity.
