To begin with, we need to critically rethink what we set out to assess at the various levels - your question in Par 7 for example, brings to the fore how important it is to establish this. Are we seeking to assess skills learned, knowledge acquired and the demonstration of understanding, as well as the ability to apply these to problem-solve, analyse and evaluate what we are taught? To suggest that assessment is primarily about measuring "abilities" and "intelligence" is one of the banes of our educational system as it currently stands. As you rightly suggest we have a wide range of skills which are critical for success in life but absent from our assessments - about time the debate began.
