No eastern nor western country that wields huge power like the Chinese would offer such an 'egalitarian policy' without knowing they (the powerful) won't win big at the end—they always know the end game. We Africans fall for such tricks every day and night.
Not too long ago the Economic Partnership Agreement (EPA) between African countries like Ghana (Nigeria, if my memory serves right, rejected it) has not seen any gain except worsening the "free-bonto" of the West bringing their stuff into Africa with only little duty while ours is scrutinized unfairly, ostensibly with the excuse that our products or raw materials are polluted.
Such propositions (zero tariff and EPA) are not bad, but we are so corrupt and dysfunctional, so much so that we can't work anything out to our advantage. Amazingly, the whites know our unique weakness; hence, they constantly entice us with such options, knowing that they alone will benefit on account of our stupidity (weakness).
Should we have a change of attitude, this proposition will be great, but if we remain in our parochial attitude, then we should reject it. Because it will be of no use to us.
