I want to add that a practical way to improve tax collection in Ghana's informal sector is to embed taxation into everyday transactions rather than relying on manual compliance. Instead of forcing businesses to register, the government should incentivize registration by linking it to benefits like lower MoMo transaction fees, free business promotion, and supplier discounts.
For tax collection, a small percentage (0.5%-1%) can be deducted automatically from MoMo/QR transactions, eliminating manual filing and corruption. Additionally, wholesalers can collect a small tax at the source when selling bulk goods to traders. This ensures taxes are paid before profits are made, increasing compliance without fear or enforcement.
A simplified "Pay-What-You-Can" model for small businesses can further encourage voluntary participation, with adjustments over time. These measures create a win-win system where businesses benefit while the government efficiently expands its tax base.
