How does the government/stakeholders access the amount to be added to road worthy payments /registration. what about those who will use multiple bridges and multiple roads that have tolls on them? What is going to be the acceptable amount and how is this going to be determined?

My answer to your queries are as follows: On the issue of how the toll amount would be accessed if paid as part of the road worthy fee, assuming I own a saloon car and per the analysis to be determined by Government, I am supposed to pay Ghs1oo as road toll in addition to my road worthy fee of Ghs120, making a total payment of Ghs220 for a year.
Upon my payment of the Ghs220 to renew my road worthy certificate, Ghs120 will be transferred to the road worthy fee account and the remaining Ghs100 will be transferred into the road toll account to be later swept into the Road Fund for the maintenance of road and bridges. So, this is not a problem at all as it's done for VAT/NHIL/GETFund, and COVID-19 levy accounting.
If I pay this once in a year and I don't get stuck in traffic on a road to pay toll, I believe I will be happy road user.
The whole idea is every vehicle in Ghana drives on roads and may drive on bridges as well so every vehicle owner should pay the toll and not only unfortunate people who drives on roads or bridges which have been designated for toll collection.
This method will ensure equity unlike the current method where only few people pay the toll but every body drives on roads which requires maintenance.

"From my analysis on the collection mechanisms espoused above, I conclude that although there are several approaches which can be used to implement the re-introduction of the road toll, the best approach which will ensure the desired outcome will be to incorporate the toll on the cost of road worthy certificate registration and renewal for vehicles registered in Ghana and levy foreign registered vehicles entering Ghana at the various border entry points."
Do you know that currently, a foreign vehicle can enter Ghana, drives in Ghana as long as it wishes and leave Ghana without paying a single toll if it manages to use only roads which has no toll booths?
We can explore on several options like single entry fee to be paid at anytime that vehicles enters Ghana, or to be paid bi-annual irrespective of the number of times the vehicle enters Ghana within that six months period.
The best approach can be fashioned out by policy makers based on revenue to be raised and administrative ease.
