  Improving infrasture makes this so much easier.Excellent roads ,rail network,water ,electricity ,good sewage facilities, reliable internet connectivity, good healthcare facilities and PUBLIC SAFETY ( TOURISTS ALWAYS PUT THIS AT THE TOP OR VERY NEAR TO THE OF THE LIST OF THEIR PRIORITIES)
