The report restricts usage to the times 6pm to 9pm )(termed peak hours) which is mainly use by domestic consumers and 11pm to 5am (off peak hours).
It is no science to note the time from 11pm to 5am is when most people are asleep and businesses are shut so where in this mix do businesses fit?
What is innovative about stating the obvious? and what makes this strategic? Businesses to operate at the time when workers are asleep? Who will be manning the machines?

TOUs are generally advantageous to implement. However, care must be taken to protect groups of consumers such as residential consumers who are workers and have inflexible times to adapt to TOUs. Detailed arrangements exist in California tat are quite complex to discuss here.
For example, California Alternate Rates for Energy (CARE) program consumers are protected with 30-35% discount on their electric bill and a 20% discount on their natural gas bills.
