Oh I love this article It says all that needs to be said about the challenges of establishing democratic governance in Ghana .A critical area is the selection of the right leaders to lead The or area that is hardly mentioned ,although central ,is ,from my experience ,institutional governance . Public institutions are often abandoned to the Heads of those institutions,be they Ministries Agencies etc. Once they are appointed,they rule over the staff like their subjects They employ nepotism,party affiliations and praise singing by corrupt officials to appoint and promote such officials in the organization without reference to meritocracy These practices derail the intended basic functions and goals of the institutions and impacts negatively on democratic aspirations of the country
