Go and read how the constitution says it should be implemented. You should then also ask, Why didn't President Kuffour implement it? The constitution says "progressive". That's why President Mahama introduced it progressively while building up infrastructure to gradually introduce it. How many schools has your party build in the last 7 years? What happened to the 350 schools they promised to build? Reason that there are procedures in doing everything. Is that free SHS free at all? In Ghana now, there is no academic calendar. What kind of education system has no structured academic calendar.
