  Since when did Tamale become the second largest city in Ghana? And who designated Tamale a city? Or is it the case that anyone can declare a place a city as and when they think it is a city? In Kenya, which has four cities, it is the government that elevate towns to city status when those towns meet specific criteria. The government of Ghana should do same with Ghanaian towns just as they do with districts when they get elevated to municipal status or when municipalities are declared metropolitan assemblies.
