Yes, foreigners may be allowed to lecture in some tertiary institutions, very rare though, but NOT to teach preschoolers. Even Finns find it difficult to get to teach pre-schoolers and elementary school kids. Finns believe in getting strong basics in education before building upon it. They consider preschools too important to be handled by a foreigner whom they do not know and cannot trust yet. Get your facts right and DO NOT DECEIVE people regarding teaching jobs in Finland. Just make a quick search on Internet about educational system in Finland and how to be teacher here and you will quickly retract that ad.
