Are you sure paying tithes is a New Testament requirement?
In my opinion it is not obligatory. Free giving is better. And I judge churches on this point.

Madam, you are a complete human being so why do you think your must follow suit before all become complete? It will be nice if both are on the same side but now it is your responsibility to be the gatekeeper for your family & pray that he joins you soon. Haven't you, your own mind? Don't you know what is good for yourself? If you see a good chance coming your way why don't you grab it? Try to nurture some confidence in your self, for God will be happy with you if you do.

Your situation is a difficult one. However, with prayers all things are possible. My advise to the yet to marry is that when they are making a choice, they should look for a God fearing man. You can never change your partner after marriage most especially the man. He is in control of the house, he has gotten what he wants from you and you can go to hell. You are the loser. This is the reason why most churches and religious groups encourage or sometimes insist that your partner should come from either the denomination or the religious group in question.

With money being tight, it will be it is unfair for you to decide to pay tithes no matter what. Your husband is very likely stressed over the money situation and most men react negatively to this situation. You definitely do need help and it is best to share with your Pastor who can have a talk with your husband. If I am guessing right, you have probably prioritized your church and other activities such as work over your family. Your goal should be to make your house a happy house which may mean reducing your time in church and having time for the family. Of course you have to pray on this however and most importantly you have to take practical steps to improve on your marriage. Open up the communication channel with your husband. I bet sex is now absent from the marriage and this aggravates the stress at home. Be like the virtuous woman in Prov 31. I would strongly advice for you to take these practical steps and also ask your Pastor to follow up on your man. Invite your man and kids to lead a short prayer just before everyone goes to bed at night. Before both of you go to bed, discuss money issues at the beginning of each month just for one day. In addition dress nicely to please him. Already as you mentioned, you have a good husband and he is more likely to respond to these positive changes. Make changes before this staleness in the marriage take hold and gradually kill the marriage.
