Schedule times for public library opening means that is the time the library is open for business. You don't have to book an appointment to go to the library at that time. The same thing like the White House which has schedule times for tourists or Visitors. You don't have to book any appointment at the schedule times visitors or tourists can visit.

There are places when one is going anybody has to tell you what to wear and not to wear, you the person has to know what to wear to be decent looking.
When you are on a stage perfoming you need to wear what makes you like performing on stage. Your code of dressing is to make those around you comfortable.
When going to church you must look decent and the same as you are going to an office to look for a job or do some business. So what you are talking about now makes you a damm fool is you can' t think to look decent when going to places you are calling.
